Since the bill reads "No person under this statute may adopt if that person is a homosexual", one wonders if there is a legal definition of "homosexual" in Virginia.

Do you have to be in a relationship? Is it a self-labeling thing? What if you are in denial? Questioning? Bi? "Ex-gay"?

Isn't it the conservatives who are always making the case that homosexuality is an action, not an innate characteristic?
